The Sample Skills Survey provides an example of a skills survey from a banking technology project.  It captures a range of technical and non-technical information that can serve as the basis for a Skills Gap Analysis and Skills Development Plan.

Once you have identified a list of capabilities to assess against a proficiency scale you will need to develop an assessment instrument. We have presented an extract of a comprehensive Skills Assessment Survey for the technology workforce of a bank. The actual design work will depend on the instrument selected, the vehicle and the data processing method.  

Collaborate the subject matter experts to design the survey and aim to automate as much of the information gathering and processing as possible. This approach saves precious time, especially the workforce assessed is large.
